सम्मिलित चिकित्सा सेवा परीक्षा, 2025 स्क्राइब के लिए ई-प्रवेश पत्र महत्वपूर्ण अनुदेश

1. सम्मिलित चिकित्सा सेवा परीक्षा, 2025 दो सत्रों में आयोजित की जाएगी और प्रत्येक सत्र दो घंटे की अवधि का होगा।

2. बेंचमार्क दिव्यांगता वाले (पीडब्ल्यूबीडी) श्रेणी के उम्मीदवार जिनकी दिव्यांगता 40% या उससे अधिक है [उप-श्रेणियों में (i) अल्प दृष्टि, ii) लोकोमोटर दिव्यांगता (दोनों हाथ प्रभावित - बी.ए.), iii) प्रमस्तिष्कीय पक्षाघात, और (iv) यदि उसने सक्षम चिकित्सा प्राधिकारी द्वारा जारी इस आशय का प्रमाण-पत्र प्रस्तुत किया है कि उसकी लेखन क्षमता प्रभावित है] को प्रत्येक सत्र के लिए प्रति घंटे 20 मिनट का प्रतिपूरक समय दिया जाता है।

3. आरपीडब्ल्यूडी अधिनियम, 2016 की धारा 2(एस) की परिभाषा के अंतर्गत आने वाले निर्दिष्ट दिव्यांगता वाले व्यक्ति, लेकिन उक्त अधिनियम के तहत धारा 2(आर) की परिभाषा के अंतर्गत नहीं आने वाले, अर्थात 40% से कम दिव्यांगता वाले व्यक्ति और लिखने में कठिनाई होने पर (उसने लिखने में शारीरिक रूप से अक्षम होने पर सक्षम चिकित्सा प्राधिकारी द्वारा जारी प्रमाण पत्र प्रस्तुत किया है) प्रत्येक सत्र के लिए क्रमशः 20 मिनट प्रति घंटे का प्रतिपूरक समय दिया जाता है।

4. उपर्युक्त उल्लिखित दिव्यांग उम्मीदवार, जिन्हें आयोग ने परीक्षा लिखने के लिए अपना स्क्राइब लाने की अनुमति प्रदान की है, स्क्राइब की सहायता तभी ले पाएंगे जब उनके पास आयोग द्वारा इस प्रयोजनार्थ विधिवत जारी मान्य स्क्राइब ई-प्रवेश पत्र उपलब्ध हो।

5. आयोग के स्क्राइब तथा उम्मीदवार के स्क्राइब की योग्यता, परीक्षा हेतु निर्धारित न्यूनतम शैक्षणिक योग्यता मानदंड से अधिक नहीं होनी चाहिए। तथापि स्क्राइब की शैक्षणिक योग्यता दसवीं या उससे अधिक अवश्य होनी चाहिए।

6. ऐसे दिव्यांग उम्मीदवार जिन्हें आयोग ने परीक्षा में उत्तर लिखने के लिए अपने स्क्राइब लाने की अनुमति प्रदान की है, उन्हें बाद में अपना स्क्राइब बदलने की अनुमति नहीं दी जाएगी।

7. स्क्राइब उम्मीदवार को प्रश्न पढ़ कर सुनाएगा तथा उम्मीदवार के निर्देश पर वस्तुनिष्ठ ओएमआर उत्तर पत्रक में उचित गोले को मार्क और शेड करेगा। उम्मीदवार स्क्राइब को स्पष्ट रूप से बताएगा कि उसके अनुमान के अनुसार चार उत्तरों में कौन सा उत्तर सही है ताकि स्क्राइब काले बॉल प्वाइंट पेन से उचित गोले को काला करके उत्तर अंकित कर सके।

8. स्क्राइब कोई भी ऐसा इशारा, आवाज़ या कोई अन्य प्रतिक्रिया या संचार नहीं करेगा जिससे उम्मीदवार को यह पता चले कि उसके द्वारा दिया जा रहा उत्तर सही है या नहीं। ऐसा कोई भी प्रयास उम्मीदवार को अयोग्य घोषित कर देगा और उम्मीदवार तथा स्क्राइब दोनों के विरुद्ध कड़ी कार्रवाई की जाएगी।

9. जब स्क्राइब उम्मीदवार को प्रश्न पढ़कर सुना रहा हो या जब उम्मीदवार उत्तर पत्रक में अंकित करने के लिए स्क्राइब को सही उत्तर बता रहा हो, तो परीक्षा कक्ष में या परीक्षा कक्ष में बैठे अन्य उम्मीदवारों की शांति भंग नहीं होनी चाहिए।

10. उम्मीदवार और स्क्राइब को इस आशय की घोषणा पर भी हस्ताक्षर करने होंगे कि वे उम्मीदवार तथा उनके स्क्राइब के आचरण के संदर्भ में आयोग के परीक्षा संबंधी अनुदेशों से अवगत हैं/उन्होंने इन अनुदेशों को पढ़ लिया है और वे इन अनुदेशों का अनुपालन करने का वचन देते हैं।

11. आयोग द्वारा उम्मीदवारों या उनके द्वारा लाए गए स्क्राइब को कोई यात्रा भत्ता/दैनिक भत्ता या कोई पारिश्रमिक नहीं दिया जाएगा।

12. किसी भी निर्देश का उल्लंघन करने पर उम्मीदवार की उम्मीदवारी रद्द कर दी जाएगी और आयोग द्वारा उम्मीदवार/स्क्राइब के खिलाफ कोई अन्य उचित कार्रवाई भी की जा सकती है। उम्मीदवार और स्क्राइब दोनों ही परीक्षा के नियमों के अधीन होंगे और नियमों का उल्लंघन करने पर उनके खिलाफ परीक्षा के नियमों के अनुसार कार्रवाई की जाएगी।

Important Instructions

1. The Combined Medical Services Examination, 2025 will be conducted in two sessions and each session will be of two hours duration.

2. The candidates of the Persons with Benchmark Disabilities (PwBD) category with 40% or more disability [in the sub-categories of (i) Low Vision, ii) locomotor disability (both arms affected - BA), iii) cerebral palsy, and (iv) he/she has submitted a certificate issued by the competent medical authority having physical limitation to write] are allowed Compensatory Time of 20 minutes per hour for each session.

3. The persons with specified disabilities covered under the definition of Section 2(s) of the RPwD Act, 2016 but not covered under the definition of Section 2(r) under said act, i.e. persons having less than 40% disability and having difficulty in writing [he/she has submitted a certificate issued by the competent medical authority having physical limitation to write] are allowed Compensatory Time of 20 minutes per hour for each session respectively.

4. The candidates with disabilities, as explained above, who have been permitted by the Commission to bring their own scribe to write the Examination will be allowed to avail the assistance of such scribe, only if he/she carries a valid scribe e-Admit Card duly issued by the Commission for such purpose..

5. The qualification of the Commission's scribe as well as the candidate's scribe shall not be more than the minimum educational qualification criteria of the Examination. However, the qualification of the scribe should always be matriculate or above.

6. The candidates with disabilities who have been permitted by the Commission to bring their own scribes to write the examination will not be allowed to change their scribe subsequently.

7. The scribe will read out the questions to the candidate and on candidate's instruction, mark and shade the appropriate Circles on the Objective Type OMR Answer sheet. The candidate will clearly indicate to the scribe as to which of the four responses in his/her estimation, is the correct response so that the scribe can mark the answer accordingly by blackening the appropriate Circle with the Black Ballpoint Pen.

8. The scribe will make no gestures, sounds or any other responds or communication designed to indicate to the candidate the correctness or otherwise of the answer being recorded by him/her. Any such attempt would entail disqualification of the candidate and stringent action against both the candidate and the scribe shall be taken.

9. The peace in the Examination Hall or of the other candidates seated in the Examination Hall should not be disturbed while the scribe reads out the questions to the candidate or when the candidate indicates the correct response to the scribe for marking in the Answer Sheet.

10. The candidate and the scribe will sign a declaration that they are aware of / have read the Commission's instructions regarding the conduct of the candidates and their scribe and they undertake to abide by these instructions.

11. No TA/DA or any remuneration will be paid by the Commission either to the candidates or to the scribes brought by them.

12. Violation of any of the instructions shall entail cancellation of the candidature of the candidate in addition to any other appropriate action that might be taken by the Commission against the candidate/scribe. Both the candidate and the scribe shall be subject to the Rules of the Examination and action will be taken against them for violation of the same as per Rules of the Examination.
