Post Description

Pay Scale   As per 7th CPC- Level-13 ( Rs.1,18,500-2,14,100) in Pay Matrix (Total emoluments excluding HRA&TA at the time of initial appointment will be Rs.1,18,500 plus DA as applicable per month)
Age   Not exceeding 50 years as on normal closing date. Gen. -50 years EWS.-50 years OBC.-50 years SC. - 50 years ST. - 55 years PwBD -Upper age relaxable by 10 years (15 years for ST candidate) subject to the condition that maximum age of the applicant on the crucial date shall not exceed 56 years.
Essential Qualification (s)   A. EDUCATIONAL- Degree in Law of a recognized University or Equivalent.

B. EXPERIENCE- He should have been a member of a State Judicial Service for a period of not less than thirteen years or has held a superior post in the legal department of a State for a period of not less than thirteen years or a Central Government servant who has had experience in legal affairs for not less than thirteen years or is a qualified legal practitioner.


Note-
I) The ‘qualified legal practitioner’ in relation to appointment to a duty post in Grade II by direct recruitment means that an advocate or a pleader who has practiced as such for at least thirteen years, or an attorney of the High Court of Bombay or Calcutta who has practiced as such attorney and an advocate for a total period of at least eleven years.
II) a ‘superior post’ in the legal department of a State Means that he should have experience in the State Government in a post which is not clerical and which requires qualification of Degree in Law for appointment to it.
III) in computing the period during which a person has held any office in the State Judicial Service or in the Legal department of a State or under the Central Government, there shall be included any period during which he has held any of the other aforesaid offices or any period during which he has been a legal practitioner

IV). in computing the period during which a person has been a qualified legal practitioner, there shall be included any period during which he has held any officer in the State Judicial Service or has held a superior post in the legal department of a State or has been a Central Government servant having experience in legal affairs.
V). meaning of the term” Legal Affairs” is broad one and can be construed to mean the following-
a) To give legal advice on all matter conveyancing
b) To conduct court cases and to appear in Courts as Govt. Pleader or public prosecutor. Mere drafting of pleadings without legal input will not qualify as conduct of court cases.

The term “legal affairs” does not have any statutory definition. However, all the affairs related to Law and conduct of litigation in Courts or quasi-judicial forums is a part of the term, legal affairs, Besides, for recruitment for a post in legal affairs in Central Government a degree in law is a per-requisite and essential qualification apart from post qualification experience. The experience in legal affairs in the Central Government can be construed to mean discharge of legal affairs duties and requires LLB degree.
VI). Post qualification experience should be with reference to the minimum prescribed qualification. If it is LLB then post LLB and if it is LLM then post LLM should be considered
Desirable Qualification (s)  
Duty(ies)   i) to give advice on all matters referred by the various Ministries/Departments of the Government of India.
ii) to look after Government litigation work.
iii) to conduct court cases and to appear in courts on behalf of the Central Government, wherever required and
iv) to perform administrative and other works as may be assigned.
Probation   Two year
Headquarters   New Delhi/Mumbai/Kolkata/Chennai/Bengaluru. Liable to serve anywhere in India.
Other Details   Indian Legal Service, Group ‘A’ Gazetted Grade-II of Govt. Advocate Service Cadre. The post is permanent.
