UPSC PRATIBHA Setu

A second gateway for UPSC aspirants to shine
beyond the examination.

UPSC PRATIBHA Setu (PRATIBHA stands for Professional Resource And Talent Integration Bridge for Hiring Aspirants), formerly known as Public Disclosure Scheme (PDS), is a strategic initiative that allows verified employers — including ministries, PSUs, autonomous bodies, and private organizations — to access details of non-recommended willing candidates who cleared all stages of UPSC exams but didn't make it to the final merit list.

What & why

UPSC Pratibha Setu was earlier known as Public Disclosure Scheme (PDS) of the Commission. This is in pursuant to the decision of the Government of India (Department of Personnel & Training), Union Public Service Commission (UPSC) has been publishing the details of the non-recommended willing candidates of the Commission's Examinations (candidates who qualify the written examinations but are not recommended after the interview) under the Public Disclosure Scheme (PDS) on its website. The Scheme is in operation since 20.08.2018 and the Commission (for the first time) disclosed the list of candidates of Combined Medical Services Examination, 2017. However, the nomenclature of PDS has now been renamed as UPSC Pratibha Setu. Non-recommended willing candidates of the following Examinations are included under this scheme:
  1. Civil Services Examination
  2. Indian Forest Service Examination
  3. Central Armed Police Forces (ACs) Examination
  4. Engineering Services Examination
  5. Combined Geo-Scientist Examination
  6. C.D.S. Examination
  7. Indian Economic Service/Indian Statistical Service Examination
  8. Combined Medical Services Examination
(Note: Examinations are not covered under this scheme : NDA & NA Examination and Limited Departmental Viz CBI(DSP) LDCE, CISF AC(EXE) LDCE and S.O./Steno (GE-B/GD-I) LDCE Exams).

This provides platform for Employer to select non-recommended willing candidates who are almost as meritorious to the recommended candidates and provides Second gateway for UPSC aspirants to shine beyond the examination.

Earlier, list of non-recommended willing candidates of the above Examinations (candidates who qualify the written examinations but are not recommended after the interview) were disclosed under the Public Disclosure Scheme (PDS) on its website. Now, the Commission provide Login IDs to the Organization to voluntary selection/recruitment of non-recommended candidates. Further, the private organizations can also register through their own using Commission’s portal.
